president obama traveling to arizona today to lay out the plan to help responsible homeowners and those who want to own homes. diana olick is in washington with more on what the president will say later. >> good morning, carl. the president is going to phoenix to take a victory lap for the fledgling housing recovery and saying that the race is not over yet. he is calling for more mortgage refinancing and overhaul of the mortgage industry starting with the dismantling of fannie mae and freddie mac. even before the speech, the administration was making the sell. >> we can't go back to what made this crisis happen. we have to build a housing finance system in the future that protects the taxpayer and puts the private capital first, but we have to have a system that provides safe, simple 30-year mortgages. >> and the president wants to streamline the refinance process for borrowers in danger of falling behind on the payments so far the program called h.a.r.p. has helped 2.6 billion get lower rates, but it is only for those who have government-backed homes and that leaves out a lot of folks.
